PAX Aeroportos and UrbanV launch Vertiport Regulatory Development
The Signing of the Commitment Agreement with ANAC Marks the Start of the Project
Brasilia, April 11, 2025 – PAX Aeroportos and UrbanV, a leading company in vertiport infrastructure and Innovative Air Mobility (IAM) services, signed this Friday, April 11, a commitment agreement with ANAC (Brazil's National Civil Aviation Agency) to launch the development of the Vertiport Regulatory Sandbox in Brazil. The goal of the initiative is to propose infrastructure and operational solutions and models for vertiports capable of supporting passenger operations with electric air taxis (eVTOL).
"PAX Aeroportos operates the two main business aviation airports in Brazil, located in São Paulo and Rio de Janeiro. We serve a customer base that in the future will require this type of mobility. Developing regulations for vertiports is a project fully aligned with our corporate strategy," says Rogério Prado, CEO of PAX Aeroportos.
Following the formation of the partnership, the two companies were selected by ANAC to jointly develop regulations and procedures for vertiport operations in urban areas and at airports. This strategic initiative represents a significant step in the development of Advanced Air Mobility (AAM) in Brazil, creating a test bed for innovative solutions under real conditions.

The Sandbox is a controlled environment for the development of solutions and new technologies aimed at supporting the implementation of the vertiports of the future — designated areas for eVTOL operations. The implementation of the regulatory Sandbox will begin at Campo de Marte Airport in São Paulo, operated by PAX Aeroportos. Jacarepaguá Airport in Rio de Janeiro is also operated by PAX.
The development of the Sandbox also includes the participation of EVE — an eVTOL manufacturer — GOL Airlines, and Saipher ATC, a company specializing in air traffic control solutions.
Since eVTOL flights are not yet authorized in Brazil, the first phase of the Sandbox will focus on experiments and simulations in virtual environments. The second phase will involve field tests with real aircraft.
